removing doc/CHANGES from distribution tarballs

Hi all,

Are there any objections to removing doc/CHANGES from the distribution
tarballs?

I've submitted a pull request to remove doc/CHANGES from the krb5
distribution tarballs, intended to start with the upcoming krb5-1.15
release. This file is over 10MB in length (maybe about 2.5MB
compressed) and contains the output of "git log --stat" for the entire
~30-year history of the source tree. Given the relative ease of cloning
an project's entire history in Git, I figured it wouldn't be missed.

Pull request link: https://github.com/krb5/krb5/pull/530

Other feedback on this proposal is also welcome.

Thanks,
-Tom
